Em dash or comma (or semi-colon)?

The cat was responsible for the damage?not the dog
It has nothing to do with him?the girl was the instigator

What should replace the question marks? Is there a general rule?

I didn't realise paragraph spacing wasn't included. There should be a full-stop after 'dog' and 'instigator'.
