Elmer Fudd

In one of my previous posts I asked about a weird accent that I heard on the TV series "The Big Bang Theory" and Mister Micawber said it's called baby talk or Elmer Fudd. Kripke, one of the characters, speaks with this accent even when he's talking to his boss or university professors.
Isn't it rude? Is this baby talk thing a real accent or just a gesture? In one of the episodes he uses his new phone and the phone is unable to recognize his words.

Kripke has a speech impediment – he can't pronounce his Rs.

He pronounces his name Kwipke, 'broken' as bwoken etc.
