Ellipsis

Hi!

Do I use ellipsis correctly in the following sentence (by omitting ‘it is’ before ‘also’)? Or ellipsis is not applicable to be used in this sentence?

- Hong Kong is an ideal place for sightseeing and shopping; also a place of diversified cultures, including cultures from the East and West.

To me it seems doubtful that that sentence is technically correct, but it reads more like an abbreviated form than an error as such. As an alternative to inserting "it is", you could change the semicolon to a comma and insert "and". The repetition of "cultures" is stylistically slightly weak.
