For #2, I cannot imagine how you could delete "to be transferred."

To be honest, I didn't think of a context when I wrote those.

Except that both first elided words imply a question in both sentence, there's really nothing a context would change I believe.

Nevermind, the second sentence would be in a context where someone would be discussing of foreign investment and technology export by foreign firms to a country in a contractual deal.

When you change full sentences (or question) into shorthand like this, there should be a reason. A checklist, a bulleted list of advantages, something.

It's pretty much impossible to say how a person could write something if the context isn't understood. Something that is just fine in one, very specific context is likely inappropriate in almost any other.
