I need help from a native speaker. The sentence I'm having trouble with is "Manuscript submitted before [date] will be eligible for complete waiver once it gets accepted after peer review". I have doubts concerning the degree of certainty that implies "eligible". Does it mean I'll get the waiver for sure, or is it more something like "you could be considered for a waiver a maybe you'll get it, maybe not"?
