"eleven hundred hours"

The whole sentence goes as "I need a full report by 11 hundred hours."
, which was suggested by the substitles in the movie in which it appeared that it means the person need that report by 11 o'clock.
Is that even correct?
A lot of substitles are largely erroneous as I know.
