"Elements" is one of those obfuscating words, like saying "adverse outcome" when you mean "the patient got much sicker." It doesn't have to mean terrorists - just certain people or groups of people. It can even be single. "When you are dealing with the criminal element, you sometimes have to lower yourself to their level."
