Hi, Do they mean to party in its usual meaning ?

I can't seem to understand half-full regarding to ballroom ?

I can't seem to understand half-full regarding to ballroom ?
The ballroom was not completely filled by people as it would have been in a 'party'. The room did not look like a party room..
