MM, my assumption is that referendum is not an election. People vote in a referendum on some specific issues. They don't elect anyone to any public office.

The reason why I posted the two sample sentences is that I just wanted to know if it should have been "presidential run-off election or vote" in stead of "presidential election run-off vote" in the first sample sentence, and if "vote

What is the difference between election and vote in this context?
That's the point-- people can vote in either an election or a referendum. That is the difference.
