Either ~or ~

According to People for the Ethical Treatment of Animal, and the American Society for the Prevention of Cruelty to Animals, keeping animals in cages for education or enjoyment teaches youngsters that cruelty to animals is acceptable. Therefore, either we put a stop to keeping animals in the classroom, or we will destroy young people's compassion for the other creatures of our world.

I think here "or" means "if not do that."
If so, I'd like to know what role "either" plays.
