Either ... or

Moreover, many villages of the refugees are still occupied either by the settlers or the security forces.



Do I need a "by" between the words "or" and "the" (highlighted)? Or, is it okay without it? Thanks.

In my opinion, yes.

"Moreover, many villages of the refugees are still occupied either by the settlers or by the security forces."

"Moreover, many villages of the refugees are still occupied by either the settlers or the security forces."

It would be more natural to say "many of the refugee villages".
