1:The spokesman refused either to confirm or deny the reports. -OED

Questions:

1:Does the sentence above mean the same as: The spokesman accepted neither to confirm nor deny the reports ?

2:If my understanding is right, is the sentence 1 natural? Since the construction either..or generally means one or the other, I wonder if it was natural.
