Egalitarian sanctioning

Hi

And in occasional instances, when a dominant male

tries to take control of the group, primal peoples practise what Boehm calls

egalitarian sanctioning.” They gang up against the domineering person, ostracise

him, desert him, or even – in extreme circumstances, when they feel that their own

lives may be in danger due to his tyrannical behaviour – assassinate him.

--- How do you understand "egalitarian sanctioning"? Is it possible to name it differently?

Usually, threats to society are controlled by individuals/systems that have been set in place by the society to do that job - police, the court system, etc. Apparently in some primal groups, the people themselves, all acting as equals, take care of it. "Egalitarian sanctioning" is a pretty clever phrase and I'm not sure I can come up with anything better.
