Effort / efforts

"It was part of London's effort to transform itself into the cleanest city in the world"
"It was part of London's efforts to......."

Are there any reasons why [effort] must or must not be pluralized in this case? What is the thought process behind the decision (of whether to pluralize)?

Thank you

What if the government of the City of London pursued multiple strategies to achieve its goal? Is this one effort by London, or is it several efforts?

Hi,

If you think of that as one effort, us the singular word.

if you think of that as more than one effort, use the plural word.
