Efficient/effective

Which one is more proper to apply to describe a PERSON than a method /strategy/object?
Sure we've all heard of effective drugs and strategy, but what's the right word when it comes to describing a person?
I guess it's efficient, for some reason, because it SOUNDS more right LOL

But still wonder(*** I'm so paranoid, aren't I?),
will it be totally ridiculous if I say "efficient manager"?
I guess it's because I've seen "effective" being used to describe objects

That's fine. Efficiency is one element of effectiveness.

I suppose that a person can be efficient, but still not be effective.
If what they are doing is wrong, or it's just make-work, then they will not make an impact, or change for the better.
The effect of their efficiency will be zero.
