Efficient jacket in the cold

Does it make sense for a jacket to be efficient in temperature?
How can I say this?

If someone is wearing a jacket for the first time and wants to know until how cold the temperature gets he can wear it.

Check the temperature to see how efficient the jacket is in what temperature. You can't feel the cold because it might not be that cold out.

Is this correct grammatically?
You would freeze in the jacket in 5 dregree temperature weather.

How would you write this :
If someone is wearing a jacket for the first time and wants to know until how cold the temperature gets he can wear it.
