Efficient

"too efficient" in the following paragraph is a little confusing. If something is efficient, so how can it waste the time?

In 1868, Edison patented his first invention and also learned a tough lesson. He took his electric vote-recording machine to Washington for a demonstration. He was later told that his machine was too efficient and did not allow sufficient time for negotiations and maneuvers. The lesson to be learned is that inventions are only good when they are needed.

It did not allow the politicians to "waste time." Politicians like to delay and procrastinate and inveigle. They do not want machines to force their hands.
