Effect vs. Affect

Please see the sentence below in quote:

"It's more likely that younger voters effected the election for Candidate Smith then it is that older voters effected anything."


The author of this sentence should have used "affected" and not effected. Correct? Thank you.

"It's likely that younger voters affected the outcome of the election of Candidate Smith much more than older voters did."
