Education?

Hi.
For Bassey, education is first: the experience and nurture of personal and social developments towards worthwhile living. Second, the acquisition, development, transmission, conservation, discovery, and renewal of worthwhile culture.
Why there is a distinction between personal and social developments? Aren't they implemented?
