In this context, I'd say all fleas are educated. MWCD offers "educated" as meaning "giving evidence of training or practice." I'm sure fleas can give evidence of "doing it" practice.
I couldn't think of where I'd heard this expression, and a quick Google unearthed today's Weird Fact.
