Through some researches on how we should be aware and responsive to any type of risk, our team came to this hypothesis that the document might be overly oriented toward internal risk, compared with external risk.

One should distinguish two types of risk. Sometimes a risk is identified in an organization. We can call it organizational risk or internal risk. Sometimes a risk occurs outside of an organization to obtain unentitled services form the organizations. This is an external risk. In this frame, the document ignores, more or less, the external risk.
