Can some gurus advise me on these :

should I use :
1)

When this thing happened, you should
or
when this thing happens, you should

2)
he will has to
or
he will have to

You would get more useful answers if you provided complete sentences. However, for 1) both are possible. Happened refers to the past, so you need the perfect infinitive with should: When this thing happened, you should have done something!
