Echoes any number of altarpieces of the era

1. Does "that city" imply "Florence"?

2. Does "echoes any number of altarpieces of the era in its rich, pageant-like composition and colour" mean "this painting in terms of its rich and feast-like composition and colors, is exemplary of all altar paintings of that era"?

Context:

Life in Siena, however, did not remain peaceful. The city lost a battle with Florence, which that city commemorated in a series of paintings by Paolo Uccello. The Battle of San Romano (c.1455) panel in London’s National Gallery echoes any number of altarpieces of the era in its rich, pageant-like composition and colour.
