Easter Monday

In some countries girls get whipped by boys on Easter Monday. The boys use whips braided of willow twigs and the whips are usually addorned with ribbons.

If I want to say that the boys should not use that much force but should rather whip the girls with the ribbons that are on top of the whip, could it be like this:"The boys should just flick them over their butts and not hit them directly with the whip.'' ? Could 'flick' be used if I want to emphasize that they were gentle?
