Early Years Raised By

From some newspaper:

"Today, Mary is a successful journalist with a Harvard degree which her father paid for, after her early years raised by her mother on welfare."

I thought one could raise a child. How do one raise someone's early years? Maybe "her early years raised by" should have been "her early years in which she was raised by"?
