The plot of Macbeth becomes predictable, early in the play, when three witches, refereed to as the “weird sisters”, approach Macbeth and Banquo with a prophecy

Should the phrase in bold be enclosed with commas? The commas seems to slow the reading.

I agree. The commas are OK, if the writer wishes to make that phrase somewhat more parethetical, but there is certainly an abundance of commas in the sentence.
