In my history book, there is a word 'duty'. It means tax I think. But what's the difference between these two words. For example, Townshend hoped to satisfy the colonist by raising money through trade duties rather than direct taxes. here 'duties' and 'taxes' mean the same thing? Writer just wanted to avoid using the same words?
