Can I say,

(a) He likes to draw at free time.

(b) He likes to sing during his free times.

(c) He likes dancing during he is free.

He likes dancing when he has free time.

He likes singing when he is free.

(d) He likes to draw whenever he is free. (what is "whenever" means here?)

(e) He likes to draw a picture while he is free. / while free.

I'd say it's more 'every time' so it sounds as though all his free time is spent drawing.

He likes to draw ... indicated a habit.

He probably does not draw the same picture each time.

He likes to draw pictures when he is free, or simply, He likes to draw when he is free. One usually does draw pictures.

It could sound that way. It's why "He draws pictures " sounds more natural.
