Can I say,

(a) The houses flooded after a / the rain.

(b) The houses was flooded during a rain / after having rain / after rain.

You can say the first sentence either way. It depends on whether you are talking about a particular rainstorm or not. I would probably say "storm" or "rainstorm" rather than simply "rain."

The houses flooded after a rainstorm.

houses flooded after the rainstorm.

The second sentence needs fixing (the verbs).

Active or passive, either works. But try this:
