DUPLICATING OF ARTICLES AND PREPOSITIONS

I would like to know what is the purpose of duplicating of articles and prepositions in the following sentences:

He also uncovered that the pharmaceutical industry buys dogs and cats from dark canals -to to save money!

What is this 515-foot (157 meters) high metal structure in the the city of Fushun, in northeast China's Liaoning province?

I am not defending the industry, merely pointing out that it may be somewhat unfair to target a a particular country or 'food animal industry' when we could do so much more to at least ensure the humane treatment of our "food animals" here.
