Due to = expected to

The match is due to kick off at 4:30 pm.

According to my dictionaries, "kick off" means "start" here. However, I am confused about the word "due to". It seems "due" is an adjective that means "expected".

The match is expected to kick off at 4:30 pm.

Do you agree?
Thanks.
