dry to the touch

Is it natural to say 'dry to the touch' in this context?
The paint is dry to the touch but you still have to wait 24 hours.

Hi That's perfectly OK - it means that, if you put your finger against it, it does not feel sticky However, if you need to apply another coat of paint, you should wait another 24 hours, because it may not be completely dry. It's dry to the touch, but not completely dry Dave
