Drugs in his system

The boy's name is Talon and when they took him in, they say he had drugs in his system, and that his birth mother had been declared unfit. They took care of the child, and have loved and cared for him for the last six months.

Does the bold part mean he had troubles in his fostering environment?

Nothing grammatical prevents you from saying so but it wouldn't be a good idea since there were of course drugs in his other bodily organs as well, not just in his blood, even though I cut some corners and put it that way in my reply.
