Drowning

Can I say,

(a) Peter slipped and fell into the river. He was drowning in the river. He shouted loudly for help.

(b) Peter did not / could not know how to swim, so he was drowining / he drowned in the river.

I don't think "sink" meets the qualifications here, "sink" is more applied to ships rather than to people
