'drowned' meaning

I changed an original text into a twisted one for my students' exam.

Students should pick one sentence that doesn't make sense in context.


(A)Guide dogs are mobility tools for the visually handicapped. (B)They present independence and confidence to their human partners. They help the handlers shake any feeling of isolation by bring people to them. (C)Handlers also consider their dogs a social asset, because people are easily drowned. However, when you meet a guide dog on the job, it is important that you recognize that it is at work. (C)Petting or talking to the dog distract its concentration. (D)All you have to do to help a guide dog is leave it alone. If you really want to pet or talk to the dog, ask the handler for permission. Then the dog will respond to you with perfect manners.


The answer is (C)

The authentic sentence is "Handlers also consider their dogs a social asset, because people are easily attracted to trained guide dogs."

Is there any chance for students to persist with their answer 'C'?

I am worried that they could argue that people are emotionally absorbed in a guide dog.
