Hi . Please read the following sentence.

A bitter old man much given to disputing over any suggestion made by others.

1 - Shouldn't it be something like this:

A bitter old man ( that is / who is ) much given to disputing over any suggestion made by others.

Shouldn't it be something like this:
a bitter old man ( that is / who is ) much given to disputing over any suggestion made by others
