Drop the commas?

In these sentences (your opinion), are the commas mandatory after the state and year (i.e., 2015 and Florida)?

The December 15, 2015, issue was very popular.

The Miami, Florida, business folded.

I see many dates written as:

15 December 2015... Probably is military style, not sure.

Could we write:
The 15 December 2015 issue was very popular.

And if read out loud, would it be pronounced:

The fifteen December twenty fifteen issue ... ?

So "The Miami, Florida man..." without the comma after Florida should be OK.

That is beside the point. That rule governs the comma between 'Miami' and 'Florida', not the comma following 'Florida'.
