drive sixteen thousand miles or less/fewer

Do you drive sixteen thousand miles or less in a year? You could be saving money by joining a car share program.

Hi,
I wonder why the above uses "drive sixteen thousand miles or less" rather than " ... or fewer" because the countable noun "miles." Shouldn't it be "or fewer?" Thanks.

Either is acceptable. I would say fewer for the reason you gave.
