What is the write English word for a student who learns how to drive a car?

If Peter is still learning, it would be "Peter is a man who is learning how to drive a bulldozer".

Nothing's wrong with it, but it sounds like he does this "every day of his life". Thus, if his job is to drive a bulldozer, you could say 'Peter is a man who drives a bulldozer'.
