Drew in on it?? whats the preposition and phrasal verb?

Hiiii there,

In this sentences below what does "drew in on it"? and also whats the purpose of "on" and "in" there? Thank you very muchh...

" he drew near to the bed and said , "can i have a light?"he saw an arm in a coarse ,blue sleeve, a small hand that approuched his cigarette, and he drew in on it." by( heinrich boll)
