dressed fairly lightly

We met her at the train station. For once, she was dressed fairly lightly. She had on a wide brimmed straw hat, an orange camisole and a matching mini-skirt.

1. What's the meaning of "dressed fairly lightly"?
2. What's the opposite of the phrase?
Thanks

Hi N2G

"Dressed lightly" suggests that clothing appropriate for warm/mild weather being worn. It suggests that the clothing is made of lightweight material, and does not fully cover the body.

I suppose the opposite could be "heavily dressed". This would suggest clothing made of thicker (heavier) material that covers nearly all of the body.
