Is this piece grammatically correct? Would the last sentence be understood as Joe should change his clothes and wear something formal?

As soon as Joe arrived at a party, he noticed that some people regarded him with hostility. He was confused until a woman whispered to him, "You should not have come here in shorts and sandals. You'd better dress up".
