Dress in or Dress with

I have few question on dressing, I have written few sentences and you can see them below. Please go through it and answer the questions I have for you.

Dress the baby up with some comfy clothes.
Dress the baby in comfy clothes.

I want you to dress the doll in cute outfit
I want you to dress the doll up with cute outfit

Before you go to the beach dress up this kid in the outfit that I have placed on the table.
Before you go to the beach dress up this kid with the outfit that I have placed on the table.

If you want to get dressed up in the outfit you want, then come with me.
If you want to get dressed up with the outfit you want, then come with me.

When it comes to speaking or writing about the dressing someone like doll, kids or pets, do we need to dress up with dress with or dress up in, dress in?

What is the difference between dress and dress up or dressed and dressed up?

What is the difference between outfit and outfits
