Draws a comparison between ... to/and ...

In the nineteenth century, filibuster began to be used to describe revolutionaries and guerilla fighters, and then by the 1850s it had taken on the meaning it has today. The current meaning draws a comparison between poticians' hijacking Senate debates with long speeches to pirates' hijacking ships on the high seas.

Does the above sound right? Shouldn't the bolded part be "draws a comparison between ... and ... ?" Thanks.
