Draw present continuous form.

why the word ''draw'' has the form of drawing in present continuous.According to the rules are if you have consonant vowel consonant and a stressed syllable you have to double the consonant and then add ''ing''
Example: Stop- stopping.
But the present continuous form of draw is drawing, I don't know why.
