Draft/bill proponents

Hello,

Could you tell me which is better to refer to a group of people who want a certain draft/bill become law:

a) bill proponents
b) draft proponents
c) anything else??

Second, is draft/bill to be used interchangeably in this context?

'Draft' is a non-final effort at writing anything, so without 'bill' it is very unclear. I would use 'draft bill proponents/supporters'.

I also come across the term 'draft Act'. I understand it is the same that 'draft bill', isn't it?

Also, what is the typical convention of writing articles, paragraphs, etc.

a) Article 16, paragraph 1, point 4
b) Art. 16, par. 1, point 4 (dots)
c) Art 16, par 1, point 4 (no dots)
d) Art. 16.1 point 4

In the meantime you might know why words like 'act' or 'bill' and what they relate to are sometimes written in capital letters and sometimes not. Does it depend on the context?

Also, can I say simply "bill" instead of "draft bill". What I mean is, isn't the word "draft" redundant here?

Sorry, but I am just a lay grammarian. I would presume that bills are no longer draft bills after they have been passed; then they are just bills. Acts and bills I would think are also different, with an act being one kind (a major kind) of bill.
