draft, looking for a verb

I am looking for a verb that says writing leagl documents or reports. I'd like to have verbs at a more formal level, such as in a resume. I thought of the verb "draft". The fact is I drafted and finalized the papers. the papers are used officially. Could you help me? Thanks a lot.

I don't think there is anything informal at all about the word 'write' in phrases like, 'write legal briefs/documents/reports'. I think it may actually be the best word.
