'they're downright badass'

1)I'm thinking this isn't a paper english

2)I'm just trying to see how to interpret it for meaning 'completely' or 'totally', I mean down-right, we're talking about a direction at 4 o'clock, so i don't get it

3) is it restricted for only female use, is it common?
