DOWNING BENNIES

Hello, I would like to know if the expression DOWNING here on this paragraph refers to "TAKING bennies", or better, "taking down" bennies, or eating bennies:

'Being in L.A., and being neglected and not having any drugs, and drinking all them quarts of whiskey and DOWNIG bennies finally had wasted him.'
