I believe these are wrong as this is a question I had requested once in regard using of 'down to', and the answer I was given from you guys was that any verb +'down'+'to' is simply incorrect because unless 'down' is using as verb itself, 'down' followed by 'to' which presented as two prep. back-to-back is incorrect. (I've occasionally run into cases of likes and they've always caught my attention..)
The correct answers should be these?

"As spotlights shone ON them"
"The frosty grass crunched underfoot as they stroke DOWN the stadium"

'down to' is with destination in mind, 'down' is taken place within(or along) the assigning object. That's what had make "I'm flushing it down to the toilet" incorrect, as 'flushing' is taking place inside a toilet, not flushing from the outside in.
